What Good is A Ceasefire Agreement With Out Israel and Hezbollah's Involvement

Great, so France and the US have created a ceasefire agreement to present to the UN. As I read that fighting has intensified, I thought to myself, great but what good does it do it the warring parties haven't been involved and don't buy into it? In fact here were two very telling quotes from the article.

Shortly after the diplomatic agreement was announced on the 25th day of the conflict, a Hezbollah Cabinet minister said militant Shiite guerrillas would not stop fighting until all Israeli troops leave Lebanon. The draft resolution makes
no such demand.

An Israeli Cabinet minister said Israel, too, had no intention to end its
offensive for the time being.

So, we have an agreement between the US and the French, but last time I looked they weren't fighting.

It will be interesting to see just how much leverage the UN will really have on this pending settlement.

Based on what we have seen before, this agreement will need to go to several more committees when it is disavowed by Hezbollah or Israel, and then be presented with a secret incentive package for hostilities to cease. Hmm, nothing like buying peace is there?
